Tap dancing did not develop as one of the "fine arts", it was not presented in concert halls for an educated audience, but it was performed at vaudeville shows for people who wanted to have FUN. Tap stars like Eleanor Powell did not perform only for arts sake, but to ENTERTAIN people - even if that involved wearing revealing costumes and showing a lot of leg.
